The Tennessee Civic Landscape recognizes that the space around the courthouse and municipal offices is important civic space. It also makes Beaver Creek, currently buried and treated merely as a stormwater conduit, into a ‘strand’ that brings the city’s jewels--State Street, Downtown Center, and the Tennessee municipal complex--into better and more meaningful relationships.
