This program evolves from the complex systemic nature of the Fens. Originally
designed as a multi-layered civic infrastructure, the Fens must now adapt
to an expanded city and population. With the construction of a storm water
system that filters water through plants and aeration a new water system
is created. This channel feeds the fire water system directly and allows
for fires to be extinguished by storm water within the city's watersheds.
The decomissioned gatehouse becomes a pumping station for the fire system.
The juxtaposition of fire and flood water are explored within a garden
intervention along the channel and within the Fens. Storm water outlets
are revealed and reconfigured as places of public art and recreation.
They are linked by a path that collects storm water and begins the filtering
process as the water approaches the Fens. The ecology of the Fens is improved
through a planting strategy that augments biodiversity, cleans the water,
and allows better public access to the water. Through these interventions,
the Fens is re-invigorated as a functioning civic system, improved for
all its inhabitants.
