| Roads
and overpasses are restructured to open the urban environment to the Charles
and the sky. This is partly accomplished with a system of tunnels, with
entrances placed at varying distances from the shoreline, that take vehicular
traffic underwater, thereby, heightening the sense of movement from land
to water.
